Police Driving Prescribed Training Regulations 2022

Statutory Instrument 2022 No. 1112

The Road Traffic Act 1988 (Police Driving: Prescribed Training) Regulations 2022  set out the prescribed training that will in effect give trained police drivers the better protection in law afforded to them under the Police, Crime, Sentencing and Courts Act.    Training must be delivered by an accredited and licensed police driving instructor, in line with the nationally set learning standards. 


Puursuant to s.3 of the act, our instructors comply with s.3(a) delivering the licensed products with licensed providers.  Critically, each Carmar instructor or trainer has met the Police Sector Standards for Training for Instructors or Police Sector Standard for Training for trainers pursuant to s.3(b) which is compliant with s.3(c)(i)(ii)and (d)


Carmar instructors and trainers have received additional and enhanced training regarding application of the National Decision Model in a policing context.  Our cadre of qualified expert witnesses are often called upon by defence practitioners in both civil and criminal matters.  


Carmar provides training services which are delivered by an accredited and licensed police driving instructor, in line with the nationally set learning standards.  The provision of such services able to withstand robust judicial scrutiny.  To find out how we are legally compliant, contact us directly.

Roads Policing and Police Driver Training

Emergency Response Driving

 The PDLP sets out the minimum specification for each police driver course.  It is applicable to drivers and trainers.  The purpose of the programme is to ensure relevant training is delivered, appropriate to the specialist driving role or function an officer undertakes.


Courses cannot be purchased by members of the public or individual officers.  This training is only available to Home Office Police Force Driving Schools.


Carmar can deliver all courses listed in the College of Policing, Roads Policing and Driver Training Programme on behalf of licensed Home Office police forces.

 

Carmar only deliver training and courses  in accordance with the College of Policing’s licensed learning standards and materials [paragraph 12.2: Roads Policing and Driver Training Programme].  This means Carmar do not deviate from the minimum standards required.

How this works:


Carmar instructors integrate with Home Office driving schools to ensure there is consistency in delivery, good governance, police force control and regular peer review.   Carmar are a short term support provision.  Carmar are not a replacement driving school.  This means that our instructors report directly to the Police Driving School sergeant or manager.

 

Carmar insist that each  instructor is independently assessed by each force they support.  This includes practical on road training and theory input.  Our instructors were police force instructors.  All remain in date with CPD for 2022/2023 which has included assessment for police driver trainers by a Police Driving School Sergeant.   The only difference between a police officers/staff driver trainer and a Carmar instructor is their contract of employment.

Licencing


Where the Licensee is a Home Office Police Force, Licensees shall monitor their use or delivery of the Product in line with the requirements of the Police Service Quality Assurance (PSQA) Scheme.  Further information on the Scheme can be obtained from: PSQA.Enquiries@college.pnn.police.uk

 

Licensees shall request permission to use this Product outside these licence terms by submitting a Permission Request Form to the Copyright and Licensing team at: Copyright&Licensing@college.pnn.police.uk, at least 14 days before contract and/or commencement.
