 On 7 July 2023, HMICFRS published its report, "Police Performance: Getting a Grip." This comprehensive review of all 43 police forces in England and Wales highlighted critical issues in police effectiveness, efficiency, and legitimacy (PEEL) for 2021/22.

• Failure to Identify Risk & Vunerability:

• In 32% of cases (821 out of 2,540), police failed to check if a caller was a repeat victim.
• In 23% of cases (590 out of 2,523), there was no check to determine if the caller was vulnerable.
• In 24% of cases (625 out of 2,622), an initial risk and needs assessment was not completed.

• Delayed Police Response:

• Incidents classified as low risk took up to nine days for a response, with no evidence of reassessment.

• Poor Crime Investigation:
  
  • No police force was rated outstanding in investigating crime.
  • Over 100 areas for improvement in crime investigation were identified.
  • Low crime-solving rates continue to erode public confidence in policing

Recognising these challenges, Carmar was established to support police forces, local authorities, and private businesses in enhancing their effectiveness and efficiency.

• 2024: Began providing independent video-recorded interviews with vulnerable adults and children, ensuring compliance with the Achieving Best Evidence (ABE) Guidance 2022.
